Parcelforce Worldwide - Joint Statement - Resourcing in Parcelforce Depots

Further to LTB 454/15 please find attached for your information a Joint Statement that has been agreed with the business regarding the above subject, which was endorsed by the Postal Executive at its meeting on the 7th July 2015.

I believe that the attached Joint Statement is self-explanatory and that the terms of the Joint Statement, the resourcing review and the conversion of temporary to permanent contracts will be welcomed by all. It should also be noted that the resourcing arrangements will be undertaken in line with existing agreements and the agreed ratios in respect of Parcelforce and Owner Driver contracts.

Branches and representatives are requested to ensure that the attached Joint Statement is brought to the attention of our Parcelforce members and that they fully appreciate that this and other immediate activity is a direct result of concerns raised via site visits and regional parcel representatives and organiser meetings.

JOINT STATEMENT

Resourcing in PFW depots

The resourcing through growth and change Agreement signed in 2011 set the scene for how PFW and CWU would continue to produce pragmatic solutions to the challenges of market conditions, maintaining the standard of living and job security of employees whilst managing business growth.

We have seen traffic volumes increase by an average of 12% over the last year with the number of routes growing accordingly. We are confident that that level of growth will be maintained and as such both parties have agreed to grow the number of core employed PFW routes and owner driver routes by a total of 511 routes to 2167 and 723 respectively from their previous levels.

Coming out of a very busy peak and post-Christmas period, PFW are also reviewing the level of temporary contracts within the business and are now able to offer permanent contracts to those employees who meet the qualifying criteria (6 months service and a permanent future operational requirement. Approximately 400 frontline employees will benefit from the offer of a permanent contract under this review.

In addition we will also be reviewing the level of agency and courier resource within our operations in the light of increased traffic volumes described above. Both parties agree that it is important to bring any use of agency/courier resource into line with the spirit and intent of the Agenda for Growth and Stability Agreement and in this respect we will be developing a programme of activity to convert current agency workers and couriers to PFW and owner driver contracts in line with our agreed ratios. Additional recruitment will take place where gaps still exist.

We will continue to review the levels of resource required on a regular basis.

Any questions of interpretation, implementation or application of this agreement shall be referred to the respective headquarters for resolution.
