Dear Colleague,
Post Office: Pay 2012 and Beyond and the Future of the Crown Office Network - Industrial Action
Branches will wish to know that the Postal Executive at its meeting yesterday made a number of decisions in relation to industrial action going forward. Specifically the first strike date has been agreed and this will be communicated in the coming days. In keeping with our policy any action planned will be on the basis of maximum disruption and minimum loss to our members.
It should be noted that the Post Office have made no attempt to initiate negotiations to avoid conflict it is therefore fair to assume that the Post Office are prepared to test our members resolve. The Post Office will of course be making a huge mistake if they underestimate the determination of our members who returned an overwhelming 88% yes vote for industrial action.
A further development occurred yesterday when Brian Scott Unite National Officer announced that his members - Post Office Managers in all functions Admin, Crowns & Supply Chain - had rejected in a consultative ballot their pay offer which in design is broadly comparable to the Crown members rejected offer. Overall the Unite members voted by 75% to reject the Post Office proposal on pay. The response rate was 49.8%. Clearly our Crown members will be encouraged by the knowledge that their managers have also rejected the concept of lump sums versus consolidated pensionable pay increases.
All of these developments indicate that the senior leadership team in the Post Office is under increasing pressure and that the ill-conceived policies they are pursuing have managed to alienate not just CWU members but also Unite members.
At some stage the Post Office will have to revise its position and negotiate a fair and reasonable agreement - however seemingly they plan to test our members resolve first.

Thousands of Post Office staff will strike on Easter Saturday in a dispute over closures, jobs and pay. The Communication Workers Union served notice to Post Office Ltd late on Thursday of the intention to strike. It follows an 88% vote in favour of strike action and a refusal from the Post Office to negotiate.
4,000 Post Office staff working in the network of 373 Crown offices, which handle 20% of all Post Office business, will strike on Easter Saturday.
The strike is in opposition to Post Office plans to close or franchise 76 Crown offices, to protect jobs and services, and secure a fair pay rise for staff who have had no rise since April 2011.
Dave Ward, CWU deputy general secretary, said: "With Post Office management refusing to negotiate, and with such a huge vote in favour of strike action, we have had no choice but to serve notice for strike action.
"The patience and loyalty of our Post Office members has been abused by Post Office management. This dispute is about protecting jobs and services as well as securing a fair pay increase for our members. We're saying to the public: if you value your post office, support these workers on Easter Saturday and beyond."
A pay rise was due in April 2012 for Crown Post Office staff but is still outstanding. Other staff employed by the Post Office - in areas such as supply chain and administration -have received pay rises in this period and are set for further rises in 2013. Postmasters have also received a pay agreement totalling £11 million for one year. But the counter staff in Crown offices have had nothing since April 2011.
In February the Post Office announced its intention to franchise or close 76 Crown offices - 20 per cent of the remaining network. This has raised fears over job security for over 800 people working in those offices and uncertainty for the future of other Crown offices.
Andy Furey, CWU assistant secretary with responsibility for Post Office members, said: "Post Office management and their ill-conceived policies are out of touch with both its own staff and the communities it's meant to serve. The strike on Easter Saturday will be a celebration and defence of Post Office services, especially in the towns which face losing their Crown office.
"The Post Office says it is listening, but we say 'to who?' A huge majority of Crown office staff - almost nine out of ten - voted for strike action. That's a serious vote of no confidence in Post Office management. We want them to stop their flawed plans and instead recognise the immense value to customers of the Crown office network and its staff. If the Post Office continues to refuse to negotiate, this strike will be the first of many."
Details of picket lines and photo opportunities will be publicised next week. CWU remains open to meet the Post Office if genuine and meaningful negotiations can be held. A meeting held on 11th March was a re-iteration of Post Office Ltd's position.

We wish to reiterate that the above action is necessary given that the Post Office is currently unwilling to enter into meaningful negotiations to resolve this dispute over pay and job security.
70 Crowns Earmarked for Franchising - Campaign
Branches are urged to liaise with their Territorial or Area representative with regards to co-ordinating picketing and campaigning arrangements at those Crowns which are earmarked for franchising. The plan is to organise small demonstrations outside of these Crowns where possible and maximum attendance is required at these events in order to impress upon the public how important it is to retain the Crown Office.
Branches are encouraged to invite supporting politicians where appropriate to attend our picket lines to pledge their support for our campaign. This will also afford photo opportunities for local press and media.

CWU Subbies will not be impacted, its a Saturday, the vast majority of Subs close at 12.30, the great British Public do not wake until 10.00 am on a Saturday, they usually get to their Post Office at around 11.30 to 12.30, by the time the public get to a Crown PO to find its shut, it will be too late to get to a Sub PO.
Happy Easter, and don't forget the clocks go forward that weekend!!

I wish to publicly thank Unite and Brian Scott for their solidarity and comradeship; the support of Unite members who decline to undertake our members’ work whilst we are in dispute will be greatly appreciated by our Crown Office members. In particular, I wish to re-emphasise Brian Scott’s comments to his members below:
“THEIR FIGHT IS OUR FIGHT AND IF WE ARE TO BEAT OFF THIS APPROACH BY THE POST OFFICE, WE MUST SUPPORT EACH OTHER”
These words are very poignant and should give the Post Office much to think about. You will be aware that our colleagues in the CWU are in a legitimate trade dispute with the Post Office and have notified, in line with legal requirements, the employer of its intention to take strike action on Saturday 30th March.
Unite members are not in dispute with the employer and should work normally. That means if you do not normally attend for work on a Saturday then you should not be required to do so and if you do not normally work on the counter, or associated tasks, then you should not be required to do so. Further if you work in the Crown Network and you are scheduled to be off on Saturday then this should continue.
In short I am urging you not to carry out the work of those who are involved in a trade dispute with the employer.
This is an ideal opportunity to send a clear and unambiguous message to the employer that you are not happy with their approach to pay. This was demonstrated in the recent Unite pay ballot where members voted in the 3 groups as follows -
Crown Network – 63.4% voted to reject the proposal,
Non Crown Network – 80.4% voted to reject the proposal, and
Supply Chain – 95.6% voted to reject the proposal.
75% of members that voted agreed to reject the Post Office proposal on pay.
There is of course the potential that the Post Office could become heavy handed or indeed bullying in its approach, which would be unfortunate. I have already written to the Post Office on this and have asked for a commitment also that no individual, or group, will be instructed to undertake the work of others.
Should anyone experience undue pressure then they should let us know immediately.
I encourage you to think about this carefully. This is an opportunity to send a strong message to the Post Office and if we all work together we can resist this current attempt by the Post Office to apply an approach to pay for the next 3 years, in the crown network and 2 years in other areas, that is detrimental to individuals, and their pensions, and is not welcome.
With best wishes and many thanks for your support so far but please consider carefully your response to this and support our colleagues. Their fight is our fight and if we are to beat off this approach by the Post Office we must support each other. Thank you.

75% of members that voted agreed to reject the Post Office proposal on pay.
There is of course the potential that the Post Office could become heavy handed or indeed bullying in its approach, which would be unfortunate. I have already written to the Post Office on this and have asked for a commitment also that no individual, or group, will be instructed to undertake the work of others.
Should anyone experience undue pressure then they should let us know immediately.
I encourage you to think about this carefully. This is an opportunity to send a strong message to the Post Office and if we all work together we can resist this current attempt by the Post Office to apply an approach to pay for the next 3 years, in the crown network and 2 years in other areas, that is detrimental to individuals, and their pensions, and is not welcome.

If I was cynical I would say if you feel that strongly ballot your own members and give our Crown members real support.....don't expect the CWU to fight your battles for you.This is an opportunity to send a strong message to the Post Office and if we all work together we can resist this current attempt by the Post Office to apply an approach to pay for the next 3 years, in the crown network and 2 years in other areas, that is detrimental to individuals, and their pensions, and is not welcome.

At least we get a nice four day break, nothing changes does it??? POL still shafting the staff haven't been on RMC for ages. Paula Vennells telling me I'm overpaid again by a third, PV who earns £510,000 per annum with bonuses yeah whatever.

POST OFFICE: PAY 2012 AND BEYOND AND THE FUTURE OF THE CROWN OFFICE NETWORK - EASTER SATURDAY STRIKE
Branches will be aware that our members in the 373 Crown Offices took industrial action on Easter Saturday. All reports indicate that the action was overwhelmingly supported by our members with the vast majority of Crowns actually being closed. We wish to thank all members for their support and our representatives who contributed significantly in making the Easter Saturday strike the success it was.
In respect of media activity, the coverage was unprecedented with our dispute and community campaigns outside Crowns earmarked for franchising featuring prominently, both locally and nationally. This included Dave Ward, Deputy General Secretary (Postal), being interviewed by Sky TV outside Stockwell Crown Post Office which is earmarked for closure. Billy Hayes, General Secretary, attended the demonstration outside Stockwell Crown Office. Also thanks go to Sian Jones, Press Officer, for her efforts in raising the profile of our day of action.
In regard to next steps, the Postal Executive has already authorised the next bout of industrial action which will be notified to the Post Office in the coming days. This is necessary as the Post Office has made no attempt to initiate dialogue to resolve this dispute. Clearly, the Post Office is testing the resolve of our members in this respect, and they are making a huge mistake as all evidence indicates that our members our determined to achieve a better pay offer and job security for all.

Further to LTB 224 dated 5th April in which we reported that we had taken the decision not to serve notice for industrial action on Friday 12th April due to the Post Office's invitation to "discuss ways of resolving the current dispute"; we met with Post Office senior management this afternoon.
Disappointingly, the talks ended acrimoniously. A number of constructive suggestions on our part in order to move things forward were completely dismissed out of hand during the meeting and it was totally clear that the Post Office had no intention of improving its pay offer and indeed expected us to sign up to their plans around transformation. Evidently, the Post Office is in denial about the strength of feeling from our members
The Post Office is unwilling to negotiate a fair and decent pay offer for our members, and given its unilateral decision surrounding franchising and closures, we have no option but to serve notice for further strike action, a position which has been endorsed by the Postal Executive. The Post Office will be notified of this industrial action in due course.
