LATER START TIMES
Anybody else around the country get a similar letter.We got this this morning:
"Due to European legislation there is to be speed restrictions for our larger fleet resulting in significant changes to our arrivals profile.From August 13th 2007 the mail we get from the Mail Centre will arrive around 50 minutes to 1 hour later than it does now.
This means that we need to make some changes to the operation to ensure that we meet the needs of our customers and our licence conditions.Therefore it has been proposed that from 30th July the unit moves to a later start time of 06:15 for full time staff and for part time staff the start time will vary according to the contracted hours worked each day.
EXAMPLE-25 HOUR CONTRACT(5 HOUR DAY)FINISH TIME WILL BE 14:15 AND SO WOULD START WORK @09:15
There is no need to worry as Royal Mail has committed to protect your allowance payments in the absence of a National agreement on the subject via the MTSF agreement.This simply means that we will ensure that until such time as there is an agreement your allowance payment will be paid via the Managing the Surplus Framework agreement.
I recognise that such a change needs to be considered carefully and so I want to understand the impact on you personally.I would be happy to set time aside to discuss the change and give you the opportunity to tell me how you feel and provide me with any relevant information that could assist making this as smooth a transition as possible.For those of you who have raised childcare issues can you put your concerns in writing to me following Royal Mails Flexible working policy,stating the issues,the age of your children and what you can do to facilitate a later start time.
I am aware that the CWU are not actively supporting this initiative,however given the timescales I want to give you as much opportunity as possible to get involved and minimise any possible anxiety you may feel about the changes coming up.

How about they stream Mailsort 3 and downstream access more efficiently to arrive the p.m. before and keep the staff occupied from 5 - 6 am before the meagre amount of profit making mail arrives later on. We are now getting to a point where Royal Mail is doing it's own thing and the customers get what they're given.
How are they going to handle the compensation claims for heatstroke in summer and after dark traffic incidents and accidents in winter - has anyone done the risk assessments yet?
How about we exchange a later start for every saturday off - if they don't care what time it gets there during the week - why bother with saturdays (apart from a mutually lucrative special and recorded delivery, which would of course be voluntary).

Check on this Forum as to why Bridgewater DO. is on strike this coming Fri/Sat/Mon. It is also `alleged` that there are 22 other Bristol DO`s waiting to possibly
take similar action? They (Management) can put it through as Executive Action. AND THEN YOU HAVE TO DECIDE IF YOU WANT TO `TAKE THEM ON` by balloting for Strike Action?

well if you consider the entire workforce being balloted and voting by a 77.5% majority to go out on strike as not actively supporting the idea then you can only be a Royal Mail manager, kings of stating the bloody obvious.

IT IS TOTAL BULLSHIT THEY ARE TRYING TO USE THE 56MPH TO SAVE NILLIONS BY GETTING US ON LATERS STARTS.IN MY AREA WE ARE NOT GOING INTO LATERS STARTS TILL THERE IS A NATIONAL AGREEMENT ON THE MONEY BEING CONSOLIDATED INTO BASIC PAY. IT WAS SAID AT CONF THAT EVEN WITH THE 56MPH 70% OF MAIL FOR D.O S IS IN THE MAIL CENTRES BY 1AM AND THAT THERE SHOULD BE NO PROBLEMS KEEPING 5AM START TIMES. IV HEARD THEY ARE TRYING TO BRING IT IN BY EXECUTIVE ACTION . ALL REPS NEED TO SPEAK TO AREA REPS ON THIS AS HQ NEED TO NOW WHAT DIRTY GAMES THE CUN.S ARE UPTO.

here lies the problem, r m will bring in the later starts in individual offices by ex action. they know if the employies walk they will be going on unofficial strike. the office will have to apply for a rule 13 ballot which takes time to impliment. by that time they will go down the line that as you are already starting later you have no chance of reversing the start times. surely the union at hq level have a contingency plan they can kick in to counter this scenero im hopeing

Postman, I agree 100% about no unofficial walkouts but what Trojan seems to be suggesting is that if these changes are forced upon us at a local level we can get permision from the cwu at a national level to stage a walkout quite legally and within the mandate that they have. Just looking for confirmation of that.

Cleveland Amal have been requested (by all relavent depots) that if EA is attempted to force early starts then a ballot will be region-wide.
It might not stop the early start being attempted but it probably won't succeed.
Other areas may benefit from the same tactic.
They can and will try to isolate one depot but if all stand together it becomes a different concept.
