RE: Bullying and Harassment
At a recent meeting the Postal Executive endorsed a document which sought a review of the bullying and harassment procedure due to the fact that we are experiencing serious problems with the application of the agreement in various parts of the country.
These fall under a number of headings.
Union Officials / Activists
The bullying and harassment procedure has been used to target union representatives or union members who take a strong pro union position. This has particularly been the case in the aftermath of the dispute.
Moral crusade
A culture of “zero toleranceâ€

RM try the fork-tongued flannel of "He/She takes it on him/her self to get involved with matters which are not their concern " or "Always gets involved in any trouble/ controversy"--In English, it means He/She has been talking to the reps too often / been in the Union / Union card carrier etc .
To "avoid " being taken to IT for detriment for legitimate union activity -RM Managers parrot out this stuff about RM/CWU Co-operation etc .
Everything is purely to impress HR /Senior Mgt , there is most definately a Scalp Mentality with these mediocre but ambitious managers trying to avoid Allan's axe . The reality is to break people's a**** to soften up/knock the stuffing out of people for privatisation . RM 's desired culture change .
There is unprofessional / instuitionalised /petty minded managers using the procedure as a tool , it happens after every dispute and there will be plenty more trench warfare for a couple of years to come . Poor Leadership and control of it's managers from Old St but these 80's throwbacks like a bit of anarchy as long as they go by the RM Aerial Sharon Book of IR .
Usual RM problem of everything being taken in a far too literally and the time-honoured autocratically manner . There is the Supermarket Manger's self styled "Manager for Simplicity " influence so a too over simplified structure gets put on matters .A Very arrogant , naive American Management style from the early 90's .
A General manager of the whole London Midland Region up to Gretna Green in a now badly privatised Industry said in his Biography , "The purpose of discipline is to make sure it doesn't happen again -Unfortunately there is a new breed obsessed with Reds Under The Bed and settling petty vendettas -A good Sectional Council rep would take me to bits and put me back to together again as to how such and such wouldn't work and had the services interests at heart ".
RM have a pool of displaced ex Ops managers as their "Brain's Trust " , RM are too tight to pay them up but quite happy to pay obscene bonuses elsewhere in RM for wrecking the job though, and this is where the trouble starts .
