Maybe they aren't being underwritten now but royal mail will know that they will get bailed out if the company collapses completely because the letters have to keep going. RM leadership, extract profits, run company into the ground, crash the share price, deliberately collapse company, split and sell company cheap, government bail out of letters operation. Does that sound plausible?
