Modernising our ways of working with the CWU, and involving Acas in our talks
After five months of talks, and three days of damaging strike action by the CWU, we have not made any progress in our negotiations.
We cannot afford to continue like this. We are losing £1 million a day, and strike action is making that situation worse. Our competitors are gaining ground every day.
Today we have written to the CWU to propose that we take our talks to Acas (the Advisory, Conciliation and Arbitration Service) in a further attempt to find a resolution.
Unfortunately, this lack of progress is not restricted to this set of negotiations. It is symptomatic of our outdated, complex, and highly restrictive CWU relationship and structures.
So, after much thought, we have also informed the CWU that we want to modernise our ways of working with them, so that we can be more agile, compete and win in a very fast moving and hyper-competitive market.
As part of this, we have given notice on elements of a number of agreements we want to change.
We need to change our ways of working with the CWU to ensure the following:
Quicker, and fairer, day-to-day decision making
Faster transformation and trials
Less complexity and cost
The CWU will continue to play an important role as representatives of our frontline colleagues. But we need to move from a system where the CWU can veto, block or grind change to a halt, to a more consultative relationship where we work together to implement change at pace.
What does this mean for frontline colleagues?
There will not be any immediate changes. We intend to work with the CWU over a number of months to consult with them on a new relationship.
Over the coming weeks we will hold a series of face-to-face and Workplace Q&A sessions to answer colleague questions, so please do look out for more details.
We remain committed to being the best employer in our industry, with the best pay, pension and conditions, including no permanent employees on zero hours contracts. The changes we’re seeking do not affect employment rights, or our commitment and legal obligation to consult and negotiate with the CWU.

Modernising our ways of working with the CWU
We’ve had five months of talks with the CWU, three days of damaging strike action with more planned, and further disruption during the peak season threatened. We have made no progress on our change agenda; we are still miles apart.
Unfortunately, this lack of progress is not restricted to our current situation. It is symptomatic of our outdated, complex, and highly restrictive ways of working with the CWU.
As a business, we cannot afford to continue as we are. We are losing £1 million a day and industrial action is making the situation worse. We are currently gifting our competitors growth, because our retail customers are moving their business away from us.
We must change the way we work with the CWU. We must have an agile, more flexible approach which will allow us to compete in a fast-moving, hyper-competitive parcels market.
So, after much thought, I have informed the CWU that we want to modernise how we work together. We have therefore given notice on a number of our agreements that we believe must change. You can see details about what is changing and remaining the same by accessing he documents linked below.
We do want to work with CWU on what a modern industrial relationship will look like over the coming months, and we will consult with them on our proposed changes. But it is important the CWU no longer has a veto on our future or the daily operational changes we need to manage our business efficiently for our customers.
By reinventing Royal Mail for the next generations – and creating new, modern and more agile ways of working with the CWU – I know we can have a bright future. A future with the best service and best employment in our industry. But we do need to change, and change now.

So does this mean we will still get sick pay? But if we have 3 absences in a year then it’ll be a stage? I’m kind of confused with the wording. Either way none of this sounds good for us

Under Pathway to Change we agreed to review our
attendance policy with the CWU. After 18 months of
discussion we have not come to agreement.
We will introduce new attendance standards in 2023 and will
share further detail with you. We will also discuss the rollout
with the CWU before they are introduced."

I have had about 5 days off sick in total in my whole 7 years at Royal Mail. Seems I will be taking a lot more now before 2023. Nice one.

We are only 8 days off the next scheduled strike day.
