JOINT STATEMENT BETWEEN ROYAL MAIL AND THE CWU COVERING THE OPERATIONAL PROCESS FOR MERGING TRACKED 48 WITH 2C STANDARD PARCELS IN CONTAINERS WHEN PROCESSED BY THE PARCEL SORTING MACHINE AT MAIL CENTRES

Branches and representatives will be aware of the activity that has been taking place in relation to the Parcel Sorting Machine (PSM) and associated issues. One of the issues which has been under consideration is the current process whereby Tracked 48 parcels and Standard 2C parcels are separated when processing, which results in part filled York’s.

It has been recognised that PSM utilisation, is affected by the clear down/set up process when changing between product streams. Equally, at a time when the increasing volumetrics of parcels are impacting on RM operations enhanced container fills may prove beneficial in relation to available RM Network capacity.

Joint activity has therefore been undertaken in relation to a Proof of Concept Trial at Swindon Mail Centre since July 2017, to establish if there would be benefits in Tracked 48 and 2C standard parcels being processed via the PSM into mixed York’s.

The trial activity has now concluded and the joint review has indicated that the success criteria has been met, the operational process is effective and that there is no negative impact on Quality of Service. It has therefore been agreed that the merging of Tracked 48 and 2C standard parcels via PSM’s into mixed York’s is suitable to be deployed as the standard method.

To facilitate the deployment of this standard method and the process to be adopted, a Joint Statement has been concluded with the business and endorsed by the Postal Executive, a copy of which is attached for your information.

It is confirmed that the current Workplan remains unchanged and that there will be no impact on dispatch and arrival times.

It is not anticipated that this operational change will create any impact on existing road services. However, should any issues be identified in relation to the provision of Network services these will be dealt with in line with existing agreements.
