PROPOSED CLOSURES OF DELIVERY OFFICES

Dear Colleagues,

The following policy motion was carried at the CWU Policy Forum held in London 22nd/23rd March 2016:

That this Policy Forum recognises the link between office DO closures and Royal Mails strategy for the future of deliveries; including OMP. Therefore it is agreed that in line with recommendation 3 that no cooperation be given to the current spate of DO mergers/Closures until such time as an agreement is reached on the future of deliveries and any subsequent new pipeline/work plan except where there is an accepted Health and Safety issue and or local agreement when there are benefits to the members affected i.e. new offices.

This needs to be read in conjunction with recommendation 3 which states the following:

Recommendation 3: That no agreement is given to OMP/Single Wave until a new pipeline/workplan is agreed which embraces the spirit and intent of the above report and ensures that the delivery of letters and packets together can commence from e.g. 7am and which ensures that all deliveries are performed properly in line with our Agreements e.g. start times, equipment, tools and meal breaks.

In essence this means that unless there is an H&S issue and a move needs to take place for that reason(s) or there are benefits for our members such as a new and improved office and working environment then co-operation should be withdrawn and Royal Mail informed of the policy. It should be noted however that it was made clear during the debate that this policy does not apply to SPDO’s.

Am I right in saying that Royal Mail should now announce suspension of proposed mergers (unless for H&S reasons). Or am I just being naive. We are entering fifth week of the twelve week consultation period and haven't heard a sausage from Royal Mail. Don't know who they are consulting but it certainly isn't their loyal frontline staff.

this is a union announcement, it's not an agreement with royal mail, hence royal mail won't be making an announcement

No Royal Mail will still go ahead with their plans. The guidance is from the Union, and unless you are an SPDO, or there are H&S considerations or better conditions for the staff, then locally the Union and its members should withdraw co-operation until advised otherwise.

So CWU policy is that it's okay to shut SPDOs but not main Delivery Offices ?

We have just been given notice that Royal Mail are gong to close our delivery office and relocate to one in another town.
Has anyone been through this recently and did you receive any compensation of any sorts and have your dutys been changed to allow for extra travelling time

Our office relocated to another part of town, and pulled in 2 other smaller DO's aswel. Only jobs that continually failed got a slight revision before the whole office did. There was a travelling allowance which was calculated on the extra distance travelled, and it was payed out in a lump sum. That lump sum was worked out on the extra mileage costs of getting to work. I'm sure that all workers were given a payment, even those that had their Tavel distance reduced, and I was something like £25 minimum ranging upto about £1200 for those who had to travel the most.

Told by a postman from a office that is moving into another office 6 miles away ,that they he will receive £5,100 over 3 years,or full amount straight away with 12%tax deducted.

Spot on. The union need to pull their fingers out and ballot for IA immediately. How can they go along with a plan to decimate the workforce and enslave us all to 6hr delivery? ??

Long term I'd be surprised if any DO that can't handle a 17 ton lorry will survive

I'd agree with this. Our local mail centre seem to be using more 17 ton lorries when until recently they didn't have any.
