Urgent - Recruitment – Resourcing to Workload Delivery Offices
It has become apparent from reports to the department and via meetings that in a significant number of areas delivery Units are encountering problems with unagreed absorption and lapsing, the joint review of PT hours and resourcing/recruitment in general, and in all instances the actions of management are contrary to our national agreements, guidelines or joint statements. It is therefore necessary for the following actions to be invoked without delay.
In all instances where the processes contained within national agreements, guidelines and joint statements are not being followed the IR Framework should be brought into play without delay. Where management refuse to participate in the IR process then the ADR and CWU Divisional rep should be informed ASAP so that they may offer advice and/or intervene.
It is unfortunate that the CWU has to resort to such measures but it is blatantly obvious that national agreements are being ignored and our members are becoming increasingly frustrated at the lack of response from Royal Mail and action on their behalf from the union.
As a consequence of this disregard for national agreements there are units where PT contracts have been employed that have not been agreed or in most cases even discussed with the CWU. In instances like this disagreement should be registered ASAP with a view to reviewing without delay these contracts. This should also apply to existing PT members who are consistently working beyond their contracted hours so that their hours can be reviewed and contractual hours increased accordingly.
CWU Divisional representatives are being asked to ensure that this message is delivered in all delivery Units as of Monday 7th March 2016. Where management continue to ignore the request for reviews and a willingness to resolve these problems then Branches should request ballots for industrial action. There is no requirement to abide by agreed dispute resolution procedures when one party is refusing to abide by national agreements.

Better late than never, I guess, especially for those PT on less than 30 hours per week that are pretty much expected to complete by going over their contract hours... If this battle is fought and won.

its took him long enough to find this out when us posties knew what it was like from day 1 that r/m never stick to any agreements , its funny as this man agreed to all this crap lapsing etc and signed it off with r/m , now he wants everybody else to clear his mess up and wants posties to strike and lose money to solve it , hhmmm , doesn't that sound familiar.

Over 20 FULL TIME temps have had their hours reduced to 30 (part time) but given permanent contracts on completion of two years service.
Overtime is available & agency staff are used constantly. The national joint statement indicates "the opportunity to increase part time contracted hours to reflect the hours actually worked & planned"...." Objective of local review is to reduce agency staff"
It does appear to be a contradiction to the agenda for growth.
AGENDA FOR GROWTH (edit)
3.1.7 The terms of the Job Security, Resourcing and Managing Change
Agreement shall remain in force with relevant provisions amended as
follows:
(C) Employees will be employed on permanent contracts, except
where there is a genuine short term need identified by the
Company after consultation with the CWU.
(D) Agency workers are intended to cover short term or
unforeseen resourcing needs, expected to last for periods of
no more than 12 weeks, which cannot be covered by offering
additional hours to existing employees whilst maintaining
quality of service.......

Also I included this opinion in the surveys;
Survey 2015
The agenda for growth’ states “ The level of part time hours will be reviewed six monthly”
Also “Agency staff are only intended to cover short term, no more than 12 weeks….”
The national joint statement - Growth, efficiency & incentives- affirms the objective of local review;
• To reduce agency & casual staff
• ….To increase part time contractual hours to reflect the hours actually worked & planned.
Recently over 20 full time employees had their hours reduced to part time so now recoup those hours as overtime. Other full & part time employees work overtime with agency staff used long term.
My view is that decisions of local reviews need disclosure to clarify if workload resourcing objectives are being implemented appropriately.

It is my opinion that the agenda for growth & The national joint statement - Growth, efficiency & incentives agreements are not being complied with in respect to the following;
1. Part time employee hours not being increased to reflect hours actually worked.
2. Agency staff are being continually used beyond the 12 week period, contrary to the undertaking by the employer.

Managers won't this is a Union matter - if you're in the CWU I'd mention this LTB to your rep as its quite important for you 25 hourees.

Mix of a dozen ft/pt starting 4.30am or 5.30, 20-25 pt ips, portering prep every day 6.30am.
Need 30+ Bodies or little to no absorption done.
This week mangers on early ips (5.30), prep walks every day then do the walks they carnt absorp or on o/t.
Rep, management and area spoke too countless times for years

trouble is so many f/t have gotten used to overtime and i can only guess they now need it to live on, then all the new starters on lower contacts will do anything to get themselves to a living wage,
add the management doing our jobs too, and the cwu reps are a total disgrace on this issue, then there's not much hope of p/t to f/t because too many are happy to plod on

This is good news. I reported various issues regarding resourcing to my cwu rep but havent even had a reply. Its all very well issuing Bobs letter but lets not lose momentum. Theres part timers in our office been working full time hours for over a year and claiming o/t. Manager not advertising vacant duties internally or filling via seniority - just looking after his favourites. Ive been conveniently overlooked regarding a vacant duty and a less senior person is covering on overtime and earning a small fortune. Things like this need sorted. It would have never happened 20 years ago.

Has anybody got any news or updates on this topic?? Same in my office, loads of p/t doin f/t hours & yet despite numerous requests for contract reviews. Nothing ever happens & its pi$$ing people off big time. Theres more than 10 jobs i know that are vacent & have been for over 6 months but these are not advertised, there just filled by random p/t staff who in some cases have less seniority than many others. When are the CWU going to act?????
