RE: New Conduct code: training


Following the acceptance of the new conduct code in the recent branch ballot the joint training package is being rolled out.


A number of concerns have been flagged up by Representatives and the arrangements have been reviewed with Royal Mail.


I attach a document entitled “Conduct Code Training Deployment Programme” from Royal Mail. This touches on some of the concerns which have been expressed.


The training course and associated materials have all been developed jointly between Royal Mail and CWU. In respect of delivery of the training, whilst the Union would prefer the training to be jointly delivered by Royal Mail and CWU trainers, practicalities mean that at the present time this is not possible. We do not have enough CWU trainers available to provide the training on a joint basis at this point without considerably extending the timescale for training delivery. This means it would not be possible to complete training by 3rd August in time for launch of new agreement. Because it would not be practical to complete training during the summer leave period this would put the launch date for the new agreement back for several months. You will note from the attached document that the intention will be to deploy more CWU trainers during the training period.


Concerns have also been expressed about the ratio of managers to representatives on some courses and that in some cases it appears management only courses have been scheduled. Royal Mail have confirmed that the intention is to ensure that managers and representatives who interface attend the same course together. There are of course considerably more managers than there are CWU Representatives so this does mean that most courses will consist of more managers than Representatives.


In respect of course content, the first course, which provides an overview of conduct process including formal meetings will be given to all managers and union representatives. The second course is aimed at managers and Representatives who deal with more serious cases including potential dismissal. This course is for managers who are at EL level 2 or above and Union Representatives who deal with cases at this level of formal conduct meeting.


Finally, there have been concerns at the short notice given for attendance on courses. Again, this has been a consequence of the tight timescale for providing training but henceforth more notice will be given of the forthcoming courses.


In addition to the joint training, as reported at the National Briefing on the new Conduct Agreement, it is intended to run Union training on aspects of the new procedure to supplement the joint training. Details of this will be provided in due course.


This is the first time we have attempted to jointly train representatives and managers on the roll out of a new Agreement since MTSF – and we are attempting to do so to a very tight timescale to enable early deployment of the new Agreement. Most of the problems experienced to date are a consequence of the practical implications of this.

So.

The Union have allowed a phased rollout of an agreement to go ahead without.

A: Fully testing it.

B: Being fully aware of it.


Really ! - Is this the union who so categorically state they thump hands on the table stating that 'Nothing will be agreed until it's agreed'

Is this the CWU of even 10 years ago ??

I fear for you my colleagues. Once there was support, now it's a cowering dog.

Total agree,union at my old do was tame.

I represented myself anytime I needed to as the rep seemed to be on days off anytime they were needed.

experiance tells me that only the golden children will get the training advertised the rest will come under the heading of "the aim is all reps" or "will be cascaded down to" or worse.

I Wrote-During Covid-Which is still relevant now
It's good to get these types of threads, the ridiculous my manager said bollox, so we can reassure ourselves that while the world is falling apart, Royal Mail managers are still being the low-life C***S they have always been.

Draft: Conduct training deployment message
Now that CWU have agreed the new conduct procedure we have started to plan deployment. This is the first time that we have deployed training of this type to both managers and representatives at the same time. We have worked together on the training material and we will have conduct trainers delivering the courses. We want to deploy the new conduct training as quickly as possible so that we can launch the new agreement on 3rd August.
The training courses have been developed to be delivered by a conduct trainer. All trainers have received the same jointly agreed train the trainer session and have met our quality standard. We want to deliver the training as quickly as possible and therefore having more trainers from the business, CWU and externally provided mean that more courses can be delivered. Through developing a core product together and ensuring all trainers reach the same high standard, weare confident that all courses will be delivered to the same standard.
At the CWU National Briefing concerns were raised that this training should be delivered by two trainers. We understand the concerns however we want to deploy the new agreement as soon as we can. It would take significantly longer if two trainers were required for all sessions. Using all trainers as a single resource means we can complete more training sessions, involve more managers and representatives and be ready to deploy as planned in early August. Therefore, there will be times when a single business, CWU or external trainer delivers the course. In courses where there are higher numbers of delegates, we will endeavour to have at least one CWU trainer, although this will depend on availability.
There are two conduct courses. The first is a core course which is for all managers and union representatives. This course will include the key changes and an overview of the complete conduct process, including the formal conductmeeting.
The second course is aimed at managers and union representatives who deal with more serious cases (potential dismissal). This course is for managers who are at least EL2 level or above and union representatives who support individuals at the formal conduct meeting at 2nd level.
The new conduct agreement is a real step forward; delivering courses to both managers and representatives at the same time by trainers from the business and the union using material jointly developed and agreed demonstrates our commitment to work together.
