York Container - Short Strap Replacement Process:


Following discussions between Royal Mail's Assets supply chain Management and Mail Container Equipment Team in November 2011, a new design type range of York Container replacement straps were introduced with a simple loop fitment. This was a far more efficient and cost effective process which allowed for short strap sections to be replaced instead of the complete strap structure and allowed operational York Containers to be returned to service far more quickly.


Romec Ltd Engineers have a contract for York Container running repairs and continue to do so. However, the new short straps can be replaced by operational staff and a number of Mail Centres have been carrying this out for a number of years. This process is now being rolled out to other Mail Centres.


The short straps (Webbing Repair Strap and Buckle Repair Strap) are simple to replace and can be carried out locally by operational staff following a short familiarisation training session on the task based repair solutions, where staff will be shown video/DVD showing how the types of strap repair/replacement solutions are carried out, cutting off the broken strap and fitting the replacement. Staff will also be provided with a paper based 'Aid Memoir/Guidance Sheet' showing the parts available and how they fit, plus they will read the simple Safe System of Work (SSoW).


A copy of the Safety Assessment & Concurrence (SAC1) – Safety Risk Assessment is attached along with the Safe System of Work which has the 'Aid Memoir/Guidance' attached to it.


Designated strap repair locations will need to be considered and identified locally as safe to carry out the work in order to avoid collisions with moving Containers and other personnel.


Only trained staff are to carry out the tasks and only in the designated repair site/location.


The tool to be used for cutting off broken straps, as set out in the Safe System of Work and 'Aid Memoir/Guidance is standard issue Royal Mail Scissors.


Introduction of this process should be subject to normal involvement and consultation with the CWU ASR.
