Delivery Revision Planning Tools – Joint Statement

The CWU and Royal Mail have formed a working group called the Delivery Programme Group (DPG) which meets on a regular basis to discuss various issues appertaining to delivery. The group is designed to act as a conduit into the delivery system/operation for all agreed changes to tools, equipment and processes etc.

The Joint Statement attached to this LTB, which is self explanatory, has been agreed by the DPG and is to inform Branches and Representatives of the recent changes to some of the delivery revision planning tools. Please note that the Span Indicator has been removed from the recognised list of revision tools and is now obsolete. This change has now also been carried through into the Model Agreement and the reference to Span Indicator removed. (see LTB 333/12)

Also of note but not included in the Joint Statement is affirmation to Branches and Representatives that the current version of IWT is V7.4 no further variations or updates have been agreed at this point in time, and if and when any changes are agreed they will be communicated to Branches and Representatives via an LTB.

ROYAL MAIL AND CWU JOINT STATEMENT REGARDING AN UPDATE TO THE DELIVERY REVISION PLANNING TOOLS


As a part of our ongoing commitment to improve the delivery revision planning tool set a new version of duty builder has been jointly developed by the RM / CWU Delivery Programme Group and is now ready for roll out. This new version (V3.0) is simpler, quicker and easier to use thereby helping us to streamline the revision planning process. Duty Builder V3.0 will be deployed starting week commencing 30th April and this will be supported by training for managers and CWU representatives involved in the revision process.

The new duty builder tool is more flexible, and can assist the local transformation team (DOM and CWU rep) in the process of modelling the span lengths that are appropriate to the duty structures in a delivery unit. In line with the section in the National BT agreement that states:

Royal Mail and CWU agree that the length of the delivery span can be an enabler in bringing about mutual benefits. From now on, within the process of duty revision negotiations, spans must be looked at in the context of an enabler rather than a fixed amount of time to be aimed at.

In essence, the span will no longer be an objective in itself. Instead office revisions should look to define a set of revision objectives in line with the Delivery Revision Process and then negotiate and agree a duty span/structure that best meets these objectives, taking into account local factors and safety issues in route design.

As a result, and as part of the tools streamlining, the Span Indicator Tool is being removed from the revision process.

In addition to releasing a new version of duty builder we will also be releasing next week a Model Week work aid which will help delivery units select their model week reference period as per the model week guidance that was issued in February 2012. This work aid automates the extraction of traffic data from business warehouse enabling units to more quickly agree their model week traffic baseline.

RM and CWU continue to work together to improve the planning toolset and revision process and welcome any feedback from managers and representatives in the field to improve the introduction and successful deployment of delivery revisions.

The span indicator was based on ergonomics and very much with health and safety in mind for various forms of delivery methods. The span indicator is part of the BT2010 Agreement. How can it be removed without full agreement of the membership. Royal mail can now have us out on deliveries for 8 hours due to an enabler that now has no counter balance.
