The fact that managers don't want to be out doing deliveries means that they will often try all sorts of methods to bully and harass posties into taking it. I've seen it all from managers telling posties to leave parcels (and it still being sat on a york for a week) to leaving a few loops for the day only to find it still there on the frame when you are prepping the mail for the next day. And whilst a lot of the changes that are going on within RM are not necessarily the managers fault - the responsibility for clearing their section or office down surely relies on them.
surely managers should not be doing any opg work.

That's kind of the point he's making, managers are only allowed to perform OPG work if they've exhausted all other options and there is a risk to the USO. Bullying staff is one of their options.
