POST OFFICE: EMERGENCY MOTION E3 – FUTURE VISION OF THE POST OFFICE
Dear Colleagues
Further to LTB 264/16 dated 29th April. Emergency Motion E3, carried unanimously at the Postal Industry conference on 26th April, contained the following statement:
“...it is imperative the design and construction of our vision includes participation and involvement from our Branches and Representatives together with our Research Department so we can collectively find the best way forward”.
In accordance with the above policy, Branches and Representatives are invited to give their views on what should be included in a “future vision of the Post Office” by Tuesday 31st May by emailing lsheridan@cwu.org. Ample time is being given to this activity as it is an incredibly complex matter.
Once all feedback has been received and analysed, we would wish to report back to the statutory Postal Executive meeting on Tuesday 7th June.
Previously, in anticipation of the need to debate and create a new vision for the Post Office, we asked our Research Department to provide two briefing documents to spark initial debate and thinking amongst our Representatives. Attached to this LTB to assist you are the following documents:
“Post Office Ltd: Options for the Future”
“International Post Office Comparisons”
I would like to thank Bill Taylor, Head of Research and Lauren Edwards, Researcher who produced these documents and who will no doubt be working closely with us in the coming weeks.
Also attached for background information are a further two documents relating to Post Office finances:
a briefing document on the Post Office’s half year results 2015/16 dated 29th January
a Post Office Ltd Finances document dated 3rd May
Branches and Representatives may also find interesting a CWU document entitled “Serving Quality, Post Office Counters: The Future” published in late 2006 which provides a historical analysis of the problems faced by the Post Office.
Following the Postal Executive meeting on 7th June, the plan is to call a meeting of all Branches and Representatives to discuss next steps in formulating our strategy to help deliver the vision as described in Emergency Motion 3.
Post Office Horizon Computer System: Justice for SubPostmasters Alliance
Branches should note the Post Office is currently facing a high court compensation claim against them by a group of former SubPostmasters in relation to alleged glitches in the Post Office’s Horizon computer system. The group, under the heading “Justice for SubPostmasters Alliance (JFSA)” has secured external funding to cover all costs for the legal case in return for a share of the proceeds if they are successful in their court case against the Post Office.
Additionally, the Criminal Courts Review Commission (CCRC) has also been considering applications from SubPostmasters who were prosecuted in cases relating to Horizon.
The Union will be monitoring this case very carefully as there are significant ramifications should the Post Office lose the case.
