Hi,
Recently I have an item returned by someone in USA and I was charged by custom tax. However I am not sure whether I need to pay the custom tax as this is a returned item. I would like to know how to deal with this situation?

To be honest that would be a question for the Tax office rather than Royal Mail. Royal Mail only raise Customs Tax cards on the instructions of the Customs office.

This was touched on in the latest Computer Active magazine. A buyer was concerned about paying import duties on a phone if he sent it back to China for repair.
From the reply:
Repaired and replaced products are exempt from import duties.
The buyer won't have to pay VAT imposed by HMRC.
The seller should make it clear on the return packaging that the item qualifies for Outward Processing Relief (OPR).
If the seller doesn't, the money should be claimed back on HMRC's site using form BOR286 (http://www.snipca.com/24505" onclick="window.open(this.href);return false; )
Slightly different to your case I know but it might be helpful.
Bottom line is no you shouldn't pay custom tax on a returned item, but check HMRC's website as you may have to pay then claim it back.
