There's "Tracked" (which is only for use within the UK & Channel Islands, and the I.o.M.), "International Tracked" and "International Tracked & Signed". Which of them products was used, and is it meant to be heading out of the UK?

Removed the address you posted as we are a public website and its against GDPR rules for us to display it, even with your authority to do so.

Also as we are not an official site and not every Royal Mail worker posts on here the chances of getting someone who works in the correct office and then to note the address, then search for it, is vanishingly small.

If you have a legitimate reason for the delivery to be stopped you need to contact Royal Mail through an official channel, and if it involves a criminal matter then I would also suggest contacting the police.
