If they take the item and open it, it's classed as "accepted" and if they wish to refuse/RTS after that, it's classed a new posting and they have to pay for that.
I was always told never to hand an item over until a signature is obtained. If I receive anything that states on the outside "customer must check contents prior to signature" I tell the customer to let the company know that RM don't follow that procedure. Not fair on the person receiving the item.
