Last week the House of Commons Public Bill Committee received oral evidence from a number of interested parties as well as numerous written submissions. This week the Committee will begin its scrutiny of the Bill, with sessions every Tuesday and Thursday throughout November and early December. Please note that as previously advised the Bill is programmed to exit Committee on Thursday 9 December.

The Committee heard evidence from the following: Royal Mail; Communication Workers Union; National Federation of SubPostmasters; Unite the Union; Ofcom; Postcomm; Mail Users Association; Mutuo; Employee Ownership Association; ifs ProShare; Consumer Focus; Association of British Credit Unions Ltd; Royal Mail Pension Plan Trustees; Richard Hooper CBE (Chair of the independent review of the UK postal services sector); Edward Davey (Minister for Postal Affairs); and Edward Vaizey (Minister for Communications).

The main themes that were discussed were the inter-business agreement between Royal Mail and Post Office Ltd, engagement with employees and modernisation, access criteria, and the ownership of Royal Mail. The full transcripts of the sessions are available at

You will have also received an email from my colleague Oliver Griffiths, outlining the contents of the recently published "Securing the Post Office Network in the digital age", which sets out the Government's plans for the post office network over the next four years. I hope you have had an opportunity to read it, and I, or Oliver, would be very happy to answer any queries that you have arising from it.

Following on from the feedback received following the most recent briefing event (3 November), we will be hosting a further briefing session following Committee stage. The venue has yet to be finalised, but it is expected that the event will be held at 10.00am on Wednesday 15 December, so please hold the date in your diary.
