Royal Mail must axe its 'Spanish practices' altogether or risk staying in the “relegation zone” of European postal services according to a former regulator who is carrying out a review into the future of the organisation.

Richard Hooper, a former deputy chairman of Ofcom, was yesterday appointed by the Government to “refresh” his report from 18 months ago which recommended that the postal service should be part-privatised.

Postal services minister Ed Davey told The Daily Telegraph earlier this month that he regarded the original Hooper report as a blueprint for the Government’s plans to sell a stake in Royal Mail.

Writing on telegraph.co.uk, Mr Hooper gave warning that unless Royal Mail modernised the “beloved universal postal service” – the commitment that a letter can be sent aware in the UK for one price - was at risk.

By modernisation, he said: “Royal Mail must rid itself entirely of the restrictive labour practices which still inhabit parts of the company.

“Most posties still spend hours hand sorting mail, which can now be done by machine.”
Sorting centres had to be “significantly reduced, again to cut costs and increase efficiency”, he said, raising fears of thousands of job losses.

Mr Hooper said: “If there is to be any chance of sustaining the beloved universal postal service, the Royal Mail must become as efficient and as effective as the best in class postal operators, like the Dutch, the Germans, the Danes and the New Zealanders.”
Vincent Cable, the Business secretary, that "unless we take the right steps Royal Mail risks being laid low by falling mail volumes, low investment and a huge pensions’ time bomb.”

Mike O’Connor, chief executive of watchdog Consumer Focus, said it was vital that Mr Hooper looked again “at how best to protect the universal service”.

He said: “The ownership model of Royal Mail is important to getting a good service for consumers but a relentless focus on value and service remains the best way of securing the company’s future.”

He's well aware of the agreement Teebs.He is preparing the ground.
In three years time Hooper,Vince Cable and RM Management will take the credit for "turning the company around" and the public will be unaware that most of this was planned circa 2007.

Well Mr Hooper, what should be done about Royal Mails bullying and harrassment of individuals to continually go over their finishing times.

I'd like Hooper to list some restrictive practices.
Crozier claimed there were dozens but when asked to name some on tv he avoided the question.
that was over two years ago and we have lost thousands of jobs implementing
changes to work and increasing efficiency .

The government wants to privatize us as quick as possible,
and the Hooper report could be a useful tool to lift blame off of the government
but the problem is its a few years old now and so lacks credibility .
hence the refresh then
not to mention a bit of sexing up here and there.

So much better if it looks like it was pro selling off rather than sitting on the fence...

The only ones I know about, are the minority who still get early finishes. And even they won't be finishing early for too much longer.
And the use of Private Cars on Deliveries.

Yes, because they're finishing early. And worse still: They're being paid more per hour than us. So RM are loosing more money from their Spannish Practices than from the minority of Posties who still get early finishes!
