* No commitment to sale in manifesto
LONDON, April 12 (Reuters) - Plans to sell part of Britain's state-owned Royal Mail postal service could be revived in the future, Business Secretary Peter Mandelson said on Monday, denying that the idea had been shelved for good.
Britain's ruling Labour Party dropped plans to sell up to 30 percent of the company last July, saying market conditions were not favourable.
Labour's programme for next month's election referred to the need for continuing modernisation and investment by the Royal Mail in the public sector, leading some commentators to conclude that the stake sale was totally off the agenda.
"Market conditions did not allow, didn't facilitate the introduction of that strategic partner that we wanted to see," Mandelson told BBC Radio 4, adding that Labour could return to the idea were circumstances to change.
"We're not, and we never did, propose to privatise Royal Mail, what we wanted to do was to bring in a strategic partner with a minority stake but with experience of transforming postal services in different parts of Europe or the world."
Private equity group CVC Partners was reported last year to have offered just under 2 billion pounds ($3.09 billion) for the stake and Dutch company TNT also expressed an interest. ($1=.6481 Pound) (Editing by Simon Jessop)

Royal Mail should be looking to expand into european markets not the other way round.
