Best way to modernize is too listen too the people who provide the service and not those who seek too gain to turn it into a business!.

Hooper is to be taken with a very large pinch of salt , he was too involved with Postcon who 1 . Seemed like a bunch of failed Tory free - marketeers 2 . The game plan was a bit ? one dimensional , the idea was rig the market , tilt the playing field etc , etc and starve RM of money to force it to be more efficient , Will Hutton went to town on Postcon dismissing everything as parallel universe ideology but no real idea as how to practically make RM more efficient .

The report was apparently rewritten to keep Mandy happy , the Blairite part of New Labour wanted privatization but they knew they'd face a back bench rebellion and Union opposition . They threw Postcon into the mix to do their bidding and put :lfo in as a hired hatchet man to soften up the union .

Politics is the black art of the possible or a game of chance and contingency .

Where New Labour went wrong was this policy of " manageralism " , they put people in charge that may well have been a success in some fields but can be a disaster out of their own fields . RM is not the only instance , there has been other New Labour cock ups in IT & the NHS , Metronet - London Underground , Railtrack etc .

RM wasted two years trying to play staff up against the union , all those schemes to soften people up , the nice cop if you will , the nasty cop was the two year push for privatization by Senior Management .

A lot of it seems to be a face saving exercise as a lot of things didn't work . Mandy wanted to go on a trail of glory , the hero that " saved " RM , the problem is that his game plan had far too many holes in it .

He's not really the Prince of Darkness , he resorts back to being a glorified spiv . Very dangerous though and not to be underestimated .
