The main postal workers’ union has rebuffed an offer from Royal Mail to pay to “modernise” its structures, ahead of talks next week designed to improve industrial relations at the state-owned postal operator.

Difficult relations between managers and unions have bedevilled attempts to increase Royal Mail’s efficiency, which is still 40 per cent lower than its European rivals. More than 627,000 working days were lost to strikes in 2007.

Royal Mail hopes that next week’s negotiations with the Communication Workers Union will make it easier to increase automation and change working practices without suffering a wave of strike threats. The government this week identified the “need to improve” relations between managers and unions at Royal Mail as a key issue in its controversial strategy for the company.

Adam Crozier, Royal Mail’s chief executive, warned this week that “the union structure itself sometimes works against what we want to do and the union leadership itself wants to do”. Even after the company had reached a national agreement with the union on an issue, each union branch could still “decide whether it wants to take part or not”, Mr Crozier told MPs.

But Royal Mail had told the union it would “help you modernise and meet that cost [of changing the way the union works]”, Mr Crozier said. The company told the Financial Times on Friday it believed the union “branches should not have the ability to develop policies that could veto national or local agreements”.

The CWU accused the company of a “disingenuous” stance, saying national agreements were in practice respected by its members unless there was ambiguity over how the deal applied to local areas.

The union told the FT it was “not looking to restructure and certainly not with Royal Mail’s money”. But it was prepared to look at a new structure for industrial relations with the ­company.

“There’s been a lot of talk about new industrial relations and reviewing the way the business and unions work together,” the CWU said. “Next week is part of that, but [the work is] at an early stage.”

Relations between the company and union are being further strained by the government’s plan to sell a 30 per cent stake in Royal Mail to a foreign rival.

I would rather have national agreements, but RM try and split us up in each area and even to split each office itself, so we have to try and get the best deal we can for each individual office. If we did have a stronger union management, then we wouldn't be in this mess. We should of pushed on with the 2007 strike, and not caved in. Most of what some of us on here said would have happened has happened. Billy Hayes and Dave Ward etc, should be getting together and saying to RM, OK we'll get some agreements on paper and they will be national agreements, and NONE of your management from Crozier down will attempt any harassment or bullying, and not try to stop OT etc, they will listen a bit more to the people who know the job ie posties, and not a computer proam designed to work out how to deliver bin bags.

As usual Crozier is being as smug and stupid as normal.
