Van load and bulkhead

I was, what I feel was forced to drive a loaded van with no bulkhead. My manager humoured me and asked the question of the fleet manager and the response came back that aslong as the load is not above the seats then its fine. My issue is with the particular van I have to drive as it has NO passenger seat. Surely if there is no seat then it is dangerous?!

Should have got it in writing. Probably also mail integrity/security issues as well
