parking privite cars in office yard???

i need some help / advice please.
i have many privite owned cars beinging parked in my delivery office yard daily so they dont have to pay paking or to load there cars for deliver (no cars on delivery)

i have challenged managers about the cars not parking in the yard due to insurance and safety but it is being ignored! can any one please give me any advice or a ltb, pdf to help

Parking in the yard is fine and okay as long as you have the Managers permission - However, the vehicle and its contents won't be covered on the insurance for the site, and vehicles are therefore left at the owners risk not the businesses.
