We have around 7000 signatures on the No 10 Downing Street Petition but need a big push to get up towards our 100,000
target. The key is raising awareness of it - support amongst Postal Workers and Managers is straightforward, I'm confident of
that.

We are currently working on a Leaflet and Poster - see two 'drafts' attached of the leaflet which will be finalised after the Xmas
/New Year Break. We will be going with the one with the photos of injured Postal Worker on it and will be making some slight
additions to the text on page 2. Once finalised I'll share it with you on a 'free for publication' basis.

I met new Defra Minister Lord Taylor of Holbeach with Defra and Home Office Officials and Lawyers on 15 Nov. Very progressive
meeting. He promised an announcement in Feb 2012. He said he would do something on the Private Land issue, Microchipping,
Dog Control Notices and Sentencing which were all CWU 'Bite-Back' Campaign demands.

I met Wales Government officials last week and a lengthy meeting went well with further meetings planned.

The Communication Workers Union's National Health and Safety Officer Dave Joyce, who has been spearheading the Union's 'Bite-Back' campaign since 2008 has gained the support from MPs of all major parties in Westminster,
urging the coalition government to fulfil their pre-election pledge to the CWU and make a long awaited positive announcement regarding new dangerous dogs legislation to protect Royal Mail Postmen and Women, 6000 of whom
are attacked by dogs and injured every year, 2 were nearly killed plus 400 CWU member British Telecom Engineers and thousands of other workers, children and the public. The CWU Campaign has been instrumental in new
Dangerous Dogs Legislation for Scotland and Northern Ireland. The Union is also in discussions with the Wales Government following recent devolved power changes. CWU National Health and Safety Officer Dave Joyce said
"Scottish and Irish postal workers are already benefiting from new controls on dangerous dogs, introduced as a result of the Union's campaign. The new Scottish Law came into effect on 26 February with Northern Ireland's similar
new rules became law on 8 March. The Scottish Parliament passed the Control of Dogs (Scotland) Act 2010 and the Northern Ireland Assembly passed the Dogs Amendment Act (Northern Ireland) 2011, both of which replaced
Westminster's original 1991 Dangerous Dogs Act." Dave added "We need the Westminster government to follow the Scottish and Irish lead by extending the law to include private property and dog owners homes so closing the
loop hole which gives immunity to irresponsible owners from criminal prosecution when Postal Workers are attacked and injured on private land and premises. 70% of all dog attack cases on Postal Workers happen on private
land!" Dave went on "Prime Minister David Cameron gave a written assurance to the CWU over 18 months ago that the Dangerous Dogs Law would change. Unfortunately however his Ministers and Civil Servants have dragged
their feet, displaying repeated indecision and confusion over how to resolve what to me is straightforward key issue. They appear to want to make the changes piecemeal and without primary legislation but it can't see how it
can be done effectively that way. We've pointed out that if they introduce a consolidated new bill then the opportunity presents itself to get rid of at least half a dozen or more old Acts which fits with their anti-red tape policy."
Government Ministers agree this is an important issue and one on which they are sympathetic, behind which is overwhelming cross-party support from back bench MPs of all parties. The CWU's 'Bite-Back' campaign is backed
by around 30 diverse organisations forming a powerful and influential lobby group including Trade Unions, Animal Welfare Charities, Police, Dog Wardens, Royal College of Nurses and British Vets organisations, forming a strong
campaign alliance which has issued two detailed joint statements to government, MPs and Lords and organised several events, meetings and the current No 10 Downing St Petition for which they are seeking 100,000
signatures in order to trigger an automatic full House of Commons Debate.


CWU "BITE - BACK" CAMPAIGN AIMS
- new UK wide consolidated and strengthened Dog Control Laws, that prevents dog attacks on Postal Workers, Telecom Workers, other workers, children and the public,
- dog control laws to apply everywhere including private property,
- the introduction of new preventative Dog Control Notices (DCNs) to be issued by Dog Wardens and Police Officers,
- compulsory Microchipping and/or Licensing of all dogs,
- compulsory Third Party Insurance cover for dogs or alternative compensation arrangements,
- greater powers for and better enforcement of dog control Law by the Police and Local Authorities Dog Wardens,
- harsher sentences by the Courts for offending dangerous dog owners,
- better information, education and training for dog owners,
- raising public awareness of the serious problem and to generate support.
