What is RM policy regarding PPE. Should it be provided and who is responsible for this?
And are we ment to have ID Cards?

Yes it should be provided and its probably the managers responsibility till you first get a Uniform issued. Yes to ID cards as well.
On the PPE hopefull Brothermagrew will be along to give a better answer.

The main requirement of the PPE at W ork Regulations 1992 is that personal
protective equipment is to be supplied and used at work wher ever there are risks
to health and safety that cannot be adequately controlled in other ways.
The Regulations also require that PPE:
❋ is properly assessed before use to ensure it is suitable;
❋ is maintained and stored properly;
❋ is provided with instructions on how to use it safely; and
❋ is used correctly by employees.
Training
❋ Make sure anyone using PPE is aware of why it is needed, when it is to be used, repaired or replaced and its limitations.
❋ Train and instruct people how to use it properly and make sure they are doing this.
❋ Because PPE is the last resort after other methods of protection have been considered, it is important that users wear it all the time they are exposed to the risk. Never allow exemptions for those jobs which take ‘just a few minutes’.
❋ Check regularly that PPE is being used and investigate fully any reasons why it is not. Safety signs can be useful reminders to wear PPE.

put simply... what RM will provide is far from suitable or fit for purpose.. unless you only wear it indoors. 
shoes dont last
shoe laces snap with no replacements available from the company
fleece zips break
stormproof jacket/leggings will not keep you dry
trousers wear away too quickly - so expect to get lifted by the rozzers for indecent exposure
ID cards are meant to be issued (at what stage seems to depend on location, and individual managers) and worn...
RM are meant to provide you with suitable footwear either normal shoes/boots or shoes/boots with steel toe caps if working in a MC, DC or driving trucks
at the very least a hi vis vest,
however beyond that if your working for more than iirc 12 weeks you are to be issued with atleast shoes/boots, hi vis vest, trousers, shirts, a fleece a crappy belt and a cap and then stormproof if you can last another month or 2.. (i forget the specific time frames)
