10KG weight limit on trays! let the customers know

The PPI mail I deal with every evening consists of literally thousands of flat items in trays, they come in from the customer in yorks, many with just 16 or even less trays of mail on, generally I think they are very aware of the weight limit of 250KG for a york, we do still get the odd one that is over but it is not often. However the trays are more often than not just filled to the top and most weigh in excess of 10KG, I have more of an issue with overweight trays than yorks as they require lifting and moving and quite often I have to twist myself when doing this. So I break down every single overweight tray that comes in and fill in a report every day, this takes up my entire shift now, some companies I have reported in excess of 100 times and yet amazingly nothing has changed. A lot of mail that comes in, I know to break it down first as they are repeat offenders but I do still get caught out when lifting some trays of mail, I do expect that every tray I lift will be within the 10KG limit. I have noticed that of the evenings when I report a lot of violations I quite often have very slight backache when I go home and that would be enough for me to consider leaving the job, but I guess before I leave I should go through a process of complaints as the system in place in our office clearly doesn't work - the customers in my opinion haven't even been contacted about it.
My managers' opinion about it is that they probably don't want to upset the customer and possibly lose them, surely for a company that claims that our health and safety is a No.1 priority it is better to lose a customer forever than have a colleague get the very slightest backache as a result of weight limit violations.
Who should be receiving my first written complaint?

A phone call to the H&S executive would get a swift response to your complaints.

Yes this is probably the case, I will certainly consider it. I'm just amazed that nothing is being done when I complain through the proceedure in place. With every shift I do (and Royal Mail pay for) I'm not actually sorting very much mail, merely breaking down the customer trays, the job is rarely finished each evening.
Also, not sure if I'm right but just one written complaint within my own office and If there is no change I have grounds for constructive dismissal - Is this true?

I work in collections. the rule in our office is warn the customer first regarding the weights of the bags/trays. If they continue to send overweight bags/trays tell them you can't take them unless they split them down to the correct weights. If they still persist leave them, they've had plenty of warning. Every customer we've had this issue with soon has the mail presented correctly when they realise it's not going to get collected. We always inform the manager when we reutrn to unload whats happened. He is of the opinion they get a discount off the postage cost so it should be presented correctly for us, plus he's got no qualms about telling them this when the phone call comes in the next day about the "missed collection".

I would remain anonymous if you go down this route just say you are a concerned employee.

Propaganda times say's it's the way forward with theses trays and everything is going swimmingly. :cuppa

I'm sure i've mentioned the times and swimmingly in the same sentence elsewhere. :hmmmm
