Is the WPQ a risk assessment? If So are risk assessments supposed to be carried out by competent persons? For example those trained in risk assessment identification or experienced in risk assessment managment.

Part of the WPQ is for the person normally allocated to a particular walk should have a brief outline of typical hazards/health risks to look out for ie dogs, low letter boxes , gradients and stairs etc and to ensure the walk log is updated accordingly. This information will be used when Pegasus or other planning delivery tool reviews the length of the walk as part of any office revision, it is important therefore to ensure every long drive, every low letter box , every maisonette or block of flats shows that an 8kg bag is appropriate . Failure in attention to detail will make the RM delivery tool assume everything is flat and maximum weight of pouch and walking speed applies. If the walk requires a more experienced and knowledgable postman then it may be beneficial for that person or CWU rep to conduct the assessment.

I am waiting for a place on the 'planning tool' course (agreed in the new deal) but in anticipation i'm considering asking to review a months worth of delivery cards to find the average number of signatures required on a walk and also to monitor the number of packets that are taken out by the postman, these items have a value in terms of time ie 2 mins and so will affect delivery span. Has anyone done a trial of delivery cards and packets yet, if so what where your findings?
