The fact that it's your responsibility to risk asses a situation and your final say isn't a great conspiracy or a management cop out,it's the only way it can be.
You don't have a manager with you on delivery to hold your hand,all he can do is look out the window,check the weather reports and give a general overview of the situation.

Once you are out there only you can decide whether it's safe to continue,that's a good thing because i wouldn't want some lardass sitting in a warm office telling me what's safe and what isn't.
If your manager tells you all mail must go out and you genuinely feel it isn't safe then don't or if you believe some areas are safe then deliver there and bring the rest back.
It isn't that difficult to understand.

Umm no its not - formal risk assessments may need to be in writing and certainly there has to be a written policy. Also risk assessment on fixed conditions or process should be written down and formalised.

However, risk assessment of changeable conditions, such as weather, can be on an ad-hoc basis and there does not need to be a formal paperwork trail. However, there should always be a policy on how and when these assessments should happen and who has the authority to do them, and what process should happen if an individual assesses the risk as too great.

If you risk assess a street as unsafe in the current snowy conditions then there is nothing that Royal Mail managers should be able to do. We all know they will put pressure on you, they will question your commitment, they will question your assessment and try to wear you down, but if as FT says you are being upfront and honest then there is not much, morally, that they can do.

On Tuesday we were shown a video during work time learning. It was to do with working safely in the snow. OK first of all they decide to show us the video after the snow has been and gone. It was clearly meant to be shown at Christmas time cos at the end of the video it said hope you had a nice Christmas and good New Year. The video pointed out that bikes are not to be used on delivery in the snow, our manager made us use bikes when we had the worst snow for years last month. It said the severe weather tool must be used by managers and health and safety reps. This was not done. And it said deliveries must be reduced in size and time during periods of snow. When it snowed we were told to absorb a delivery so instead of duties being reduced they were increased. Royal Mail managers do not follow their own company policies. I just give up. The company is run by morons.
