I have never seen that,i've seen lock all doors,windows yadda yadda but not that.
And tbh,i'd ignore it if i did anyway.

Are we talking about out on collections or in the mailyard? I'm told that in our tiny PO mailyard all vehicles have to be locked and the drivers window can only be left open by about an inch. Believe or not a guvnor comes round to check on the vans - don't make any sense do it!

No, why do you think you need one, the yard is a dangerous place which requires you to wear it hi-viz, if you don't want to wear one then don't, if you get disciplined then you won't have a leg to stand on (let alone have an accident).

Only on specific times, getting in and out of the van in traffic, on a bike, in poor light and walking when there is no road but for walking along a footpath.

TBH I wear mine at all times because I can't be bothered taking it off and putting it back on time and time again, plus if anything happens then they can't try to conduct me for a minor infraction.

if you have been issued the new uniform, on the request sheet that you would have filled in it actually specifically states that the cagoule does not conform to the regulatory bsi and was not suitable as an alternative to a high vis jacket

Not really you can wear a coat or another layer under them.
