A well written and nicely presented report that fails to state explicitly that on the 10 October 2007 the European Commission authorised French state aid to finance the retirement pensions of civil servants working for La Poste.

Mandelson has told the House of Lords that he doesn't think we would get clearance for State Aid unless the other conditions in his package were accepted. The French were allowed to provide State Aid on the condition that La Poste and its competitors were placed on an equal footing as regards social security contributions and tax. The British will be allowed to do the same.
Mandelson is on the ropes. Put the boot in.
