Royal Mail did not pay into the pension scheme for 13 years. Are they not legally obliged to fill the deficit???

Yep, and (they/we) will go bust if they don't. Pension deficits have the same status in law has company creditors....it's not optinal if you pay you do or you go bust. They will pay it.
