LTB 268/22 – Royal Mail – Change Proposals

Flexible working – A 24/7 flexible work pattern in the workshop network to support the ongoing changes within the RM business
Proposal

There are two parts to this proposal, a proposal of a new remuneration structure and duty pattern with a view to attract talent to Royal Mail and being competitive in the marketplace. The second part of this proposal specifically relates to workshops moving to seven day working patterns.

All Fleet employees

The new model would be based upon a 40-hour working week. Included within this proposal is the removal of the minimum and mid pay points for all existing and new staff members. Evening, late and night shift allowances would remain in place and a flat rate overtime multiplier would be applied across the Fleet department regardless of working patterns.

Weekend Working

Workshops transferring to seven-day working would be given three months’ notice of the change in shift pattern starting in phase 1 with the transfer of 10 locations.

A new weekend allowance would be paid to staff working on weekend days.

Shift rotations would be agreed locally, and weekend shifts would be the same length as a standard working day, with agreement on weekend attendance being determined by the Fleet Management team and regularly reviewed.

Employees working in 7 day a week locations would work no less than one Saturday and one Sunday out of any three-week shift rotation with a minimum attendance of an average of four sh***s within the weekly shift rotation (i.e., 4 on, 4 off).

All overtime would be based upon the flat rate multiplier regardless of the day worked.

Reason for this proposal

The Royal Mail business is continuing to move towards a seven day a week business and the Fleet Workshop network needs to be able to support this and ensure we have staff availability to cover the weekend requirements.

Further to this, we must remain competitive in the marketplace and attract the best talent to our teams.

Accelerating the Green Agenda - Approach toward future maintenance of zero and low emission vehicles

Proposal

We would like to discuss the approach to maintenance of our CNG (Compressed Natural Gas) vehicles. This is currently outsourced, and we would propose this remains the case.

Reason for this proposal

While we agreed to consider whether it was appropriate to bring this work in-house, the technology has moved on and was transitional in nature. We believe that it would be a better to invest in other technology and vehicles that support the wider environmental agenda.

Accelerating the Green Agenda - Simplified new vehicle technology deployment process to accelerate zero emission fleet transition

Proposal

We would like to work with the CWU so that all of the relevant deployment processes are completed within 7 days of notification of having access to the vehicle therefore ensuring a faster deployment of new technology and low emission vehicles. We are not seeking to avoid the consultative process but to reduce the timelines from notification to sign offs being in place.

Reason for this proposal

As part of Royal Mail’s sustainability ambition and the wider competitive landscape where the reduction of carbon emissions is a key differentiator, we want to accelerate the process for bringing new technology vehicles onto the Fleet for piloting and deployment purposes. Accelerating this process allows for a range of vehicles to be trialled and piloted to provide competitive advantage and to ensure Royal Mail makes the correct long-term procurement decision.

It's good to get these types of threads, the ridiculous my manager said bollox, so we can reassure ourselves that while the world is falling apart, Royal Mail managers are still being the low-life C***S they have always been.
