Hehe Norris Cole is my favourite character tbh, I don't say the same about Billy either ;)
It sounds like you have been lumbered with some rubblish FS's or it may have been that they haven't been getting any referrals and got depressed and left. I honestly don't get how you think being an FS is an easy number. We are scrutinised in everything we do and have a heave target on our shoulders, we have to achieve 11 financial sales no matter what and are expected to maintain this even despite holidays. When you add to that an office who thinks the FS role is not needed and does not support the idea of it, the role becomes impossible.
If I were to hear a tale of an FS who refused to help anyone on the counter I would be disgusted, and I am disgusted of the idea that members of counter staff in any office would not work with their FS because of a preconceived notion of all FS ever to land in the Post Office.
