Core & Outreach
Outreach service is an innovative way to continue to provide Post Office® services in some areas where we may need to close a Post Office® branch. The outreach service will be located within the same community as the current Post Office® branch and provide Post Office® services for a designated number of hours per week.

There are four possible types of outreach service:

The Mobile Service is a travelling Post Office® situated within a van operated by the core subpostmaster or his assistants that will visit small communities at set times and days each week to deliver certain Post Office® products and services to customers.

The Hosted Service is a fixed site Post Office® branch from which the core subpostmaster or his assistants transact certain Post Office® products and services during restricted hours each week. The premises are owned by a third party, for example, a shop or community centre.

The Partner Service is a fixed site Post Office® where a local partner (such as a pub landlord), appointed by the core subpostmaster, transacts certain Post Office® products and services from the partner’s own premises during the opening hours of the partner’s business.

The Home Service is a service for very small communities whereby the core subpostmaster delivers a reduced range of Post Office® products and services which are ordered over the telephone by customers. The products may either be delivered to the customer’s home or at a local drop-in session. There will not be a physical Post Office® building in the community.

For each of these services an established subpostmaster (known as the "core" subpostmaster) will travel into a nearby community to provide a local Post Office® service; in addition to running their own Post Office® branch.

Over the past 18 months, 70 Outreach access points have been trialled. These services have been provided by 28 core branches, and this also draws on our experience of successfully operating over 250 ‘satellite’ branches since 2000.

Post Office Ltd today (Tuesday, February 05) opened a six-week local public consultation on its proposal to close Perthcelyn branch as part of their network change programme.

Post Office Ltd has recently concluded a six week local public consultation for the closure of 31 branches in the Area Plan for the Cardiff and Glamorgan Valleys area. As a result of feedback received during the local public consultation Post Office Ltd has amended its proposal by deciding not to proceed with two of the proposed closures in the original Area Plan and is now proposing that the Perthcelyn branch below should be closed:

In proposing that the Perthcelyn branch should close, Post Office Ltd has taken into account that customers would be able to access Post Office® services from nearby branches at Penrhiwceiber and Darranlas, both of which are less than a mile away. In addition to accessing Post Office® services from nearby branches, customers may also access Post Office® services by telephone or via the internet.

Any changes to the Network that are made under the Programme will be implemented in accordance with a Code of Practice that has been agreed with Postwatch.

Steve Geraty, Post Office Development Manager, said: "Taking the decision to close any Post Office branch is always very difficult. It is important to us that people understand the reasoning behind our proposal and that they also have the opportunity to comment on our plans. Should they have any questions or wish to make any comments as part of the consultation process, I can be contacted via the National Consultation Team using a Freepost address.

The closing date of the local public consultation for Perthcelyn is Monday 17 March 2008 and all comments must be received by that date if they are to be considered.
Please note that your comments will not be kept confidential unless you expressly ask us to do so by clearly marking them ‘In Confidence’.

We will communicate our decision about the future of Perthcelyn branch after the end of the local public consultation period, once all representations have been reviewed. We would be expect this decision in early April 2008.

If the decision is taken to permanently close the Perthcelyn branch it is expected that this would take place in May 2008, at the earliest.

There is a frequent bus service available between the two branches. The nearest bus stop is 150 yards away.

Route: This branch is located 0.9 miles away from Perthcelyn branch, along hilly terrain.

The Government criteria:

Nationally:

• 99% of the UK population to be within 3 miles and 90% of the population to be within 1 mile of their nearest Post Office® branch.
• 99% of the total population in deprived urban areas across the UK to be within 1 mile of their nearest Post Office® branch.
• 95% of the total urban population across the UK to be within 1 mile of their nearest Post Office® branch.
• 95% of the total rural population across the UK to be within 3 miles of their nearest Post Office® branch.

In addition, for each individual postcode district:

• 95% of the population of the postcode district to be within 6 miles of their nearest Post Office® branch.

Background:
• In line with the criteria and factors set by the UK Government in its Response Document (DTI The Post Office Network, Government response to public consultation May 2007 - www.dti.gov.uk/consultations/page36024.html), the original Cardiff & Glamorgan Valleys Area Plan proposed future provision of Post Office services through a network of 153 branches across the area, resulting in the closure of 31 branches. Post Office Ltd’s aim is to continue to provide essential services and support retail businesses and the local economy in as many communities as possible, subject to the minimum access criteria set by the Government. The rural island communities in the Western Isles, Orkney and Shetland will be served by a total of 113 branches, of which 84 provide the only access to cash in their communities.

"We believe these proposals offer the best prospect for a sustainable way forward for Post Office® services in the Northern and Western Isles bearing in mind the minimum access criteria and the other factors to which we have to have regard."

Under the area plan proposals, 83% of the area’s population will see no change in their nearest branch. A further 14% will live between half a mile and a mile by road distance from the nearest alternative branch.

The Area’s plan proposed 19 closures together across the islands communities represent fewer than 700 customer visits in a week .

In Orkney, the four proposed closures represent 178 weekly customer visits and in Shetland the two proposed closures represent 52 weekly customer visits. In the Western Isles, 13 proposed closures correspond to 422 weekly customer visits.

Post Office Ltd has also reached these proposals after engaging with, and taking input from the independent consumer watchdog on postal services, Postwatch, and from all local authorities within the Area Plan, and has considered factors relating to geography, the availability of the local transport and alternative access to key Post Office® services, local demographics and the impact on local economies. Views on all these factors are welcomed during the consultation process.

99% of the total population in deprived urban (deprived urban - the most disadvantaged urban parts of the UK based on the Indices of Multiple Deprivation - top 15% Super Output Area in England, 15% of Data Zones in Scotland and 30% of Super Output Areas in Wales and Northern Ireland) areas across the UK to be within 1 mile of their nearest Post Office® branch.

95% of the total urban (urban - a community with 10,000 or more inhabitants in a continuous built up area) population across the UK to be within 1 mile of their nearest Post Office® branch.

95% of the total rural (rural - a community not covered by the definition of urban above) population across the UK to be within 3 miles of their nearest Post Office® branch.

In addition for each individual postcode district 95% of the population of the postcode district to be within 6 miles of their nearest Post Office® branch.

The six-week public consultation period for the Norfolk and West Suffolk begins on 26 March 2008 and all representations should be received by 2 June 2008.

The local public consultation usually lasts for a period of six weeks, however Post Office Ltd will be suspending consultation activity, including participating in public meetings, and will not announce any final decisions regarding closures or replacement Outreach services, from 10 April 2008 until 2 May 2008. This coincides with the run up to the local elections taking place in England and Wales and is in line with the usual guidelines regarding such elections.

Hampshire and the Isle of Wight plan: Whitsbury Post Office

Post Office Ltd today announced a decision on the future of the final Post Office® branch proposed for closure in the Hampshire and the Isle of Wight plan following a six week public consultation which ended 3 March. Post Office® services across the area will be provided through a network of 300 branches, which supports the national accessibility criteria introduced by the Government and ensures that over 99% of the Hampshire and Isle of Wight’s population will either see no change to their existing branch or will remain within one mile (by road distance) of an alternative branch.

In a decision announcement made by Post Office Ltd on 9 January it was confirmed that Goodworth Clatford Post Office branch, originally proposed for closure would remain open. In the same announcement Post Office Ltd confirmed consultation on a new proposal that instead of replacing Whitsbury Post Office branch with an outreach service, the branch should close without a replacement outreach being established. The branch has very few customers making it very difficult for an outreach service to be viable for a core Sub postmaster. With no other retail outlets in the community, residents already leave the area for their wider shopping needs.

After reviewing the feedback received during consultation on this new proposal Post Office Ltd has decided to proceed with the closure of Whitsbury Post Office Branch.

The decision has been reached after public consultation and Postwatch, the consumer body representing Post Office® customers, has verified the correct consultation procedures were followed.

Tim Nickolls, Post Office Ltd’s Network Development Manager for Hampshire and The Isle of Wight, said: "The decision to close any branch is a difficult one and is not taken lightly. We considered very carefully all the comments made during public consultation. We believe that the decision announced today on the future of Whitsbury branch and the amended plan announced in January offers our customers across Hampshire and the Isle of Wight the best prospect for a sustainable network in the future, bearing in mind the Government’s minimum access criteria and the other factors they have asked us to consider."

Post Office Ltd announces plans for Cambridgeshire, Hertfordshire, Bedfordshire and South Lincolnshire

Post Office Ltd today opened a six week local public consultation on its Area Plan for Cambridgeshire, Hertfordshire, Bedfordshire and South Lincolnshire. In line with the criteria and factors set by the Government in its response document, DTI The Post Office Network, Government Response to Public Consultation May 2007 (www.berr.gov.uk/consultations/page36024.html) the Area Plan proposes future provision of Post Office® services through a network of 452 branches including establishing 17 new outreach services, across the area, resulting in the closure of 71 existing branches.

Under the proposals more than 99.3% of the area’s population will either see no change to their nearest branch, or will remain within one mile (by road distance) of an alternative branch.

Post Office Ltd is proposing to establish 17 new outreach services in the Cambridgeshire, Hertfordshire, Bedfordshire and South Lincolnshire area, which would use innovative ways to continue to provide Post Office® services - particularly in smaller communities - where the existing branch is proposed for closure.

Possible types of outreach service in the area could include a mobile service visiting small communities at set times, a hosted service operated within third party premises for restricted hours each week, or a partner service within the premises of a local partner (such as a pub landlord).

The detailed Area Plan proposal for Cambridgeshire, Hertfordshire, Bedfordshire and South Lincolnshire is now available.

Post Office Ltd is now seeking views on the proposed future service provision in the area including in particular views on access to Post Office® services, the accessibility of alternative branches to those proposed for closure and the appropriate form of outreach service to be provided. Consultation is due to end on August 26 2008.

Direct Enquiries, the Nationwide Access Register and source of information for people with disabilities, the elderly and people with pushchairs, has conducted an independent access assessment of each of the Post Office branches in the Cambs, Beds, Herts and South Lincs Area Plan Proposal. These assessments are published on their website (www.directenquiries.com). The website will enable you to search for post offices in this area plan and if a branch is proposed for closure, the website will enable you to view the nearest alternative branch.

Through Direct Enquiries, you can also take part in the local public consultation about proposed closures in this area by completing a questionnaire at www.directenquiries.com. If you do not have internet access please call Direct Enquiries on 01344 360 101 or textphone 01344 457 200 to be sent a copy of the questionnaire.

The Government has already undertaken a 12 week national consultation before reaching a decision to reduce the UK wide network of Post Office® branches by up to 2500 from its current level of over 14000 while continuing to provide funding (subject to state aid EU clearance) to support a more sustainable network in the future. The proposals now published support the national accessibility criteria introduced by the Government.

The purpose of this local public consultation is to obtain your views on Post Office Limited’s proposals to ensure that the branches that are ultimately selected for closure, or closure and replaced with an Outreach Service, are appropriate. From the outset of the Network Change Programme, Post Office Limited has made it clear in its communications that the Programme is not designed to provide a forum for debate on whether branches should close, but is about ensuring that Post Office Limited has the best available knowledge to allow it to make the most informed decisions about which branches should close.

Laura Tarling, Post Office Ltd’s Network Development Manager for Cambridgeshire, Hertfordshire, Bedfordshire and South Lincolnshire said: "Taking the decision to close any Post Office® Branch is always very difficult and we know will cause concern to many of our customers. We want to ensure that everyone who uses, relies on or has any concern with Post Office® services is both fully aware of the proposed changes, and able to give views on them.

"Post Office Ltd’s aim is to continue to provide essential services and support retail businesses and the local economy in as many communities as possible, subject to the minimum access criteria set by the Government. We are pleased to have been able to maintain 131 rural branches that support the only essential retailer in the community and 218 rural branches that provided the only access to cash in a particular community.

"We believe these proposals offer the best prospect for a sustainable way forward for Post Office® services in Cambridgeshire, Hertfordshire, Bedfordshire and South Lincolnshire bearing in mind the minimum access criteria and the other factors to which we have to have regard."

Under the area plan proposals 91.4% of the area’s population will see no change in their nearest branch. A further 7.9% live less than one mile by road distance from the nearest alternative branch, with 1.9% within half a mile.

Post Office Ltd has reached these proposals after engaging with, and taking input from the independent consumer watchdog on postal services, Postwatch, and from all local authorities within the county, and has considered factors relating to geography, the availability of the local transport and alternative access to key Post Office® services, local demographics and the impact on local economies. Views on all these factors are welcomed during the consultation process.
