Second class letter deliveries on Saturdays could be cut

Royal Mail could be allowed to end the delivery of second class letters on Saturdays, as part of reforms being considered by the regulator.

Ofcom will assess whether changes to the second class service are needed, while first class deliveries remain at six days a week.

The regulator has been reviewing the Universal Service Obligation under which Royal Mail is required by law to deliver letters six days a week and parcels five days a week.

The number of letters sent through the post has been falling steadily for years while parcels volumes have grown, leading to losses at Royal Mail.

Lindsey Fussell, Ofcom’s group director for networks and communications, told the BBC's Today programme the universal service “does need to change”.

“To be clear, no change is not really an option, otherwise it is going to be unsustainable and we’re all going to have to pay a lot more for it,” she said.

Royal Mail's owner, International Distribution Services, said that “change cannot come soon enough”.

IDS chief executive Martin Seidenberg said: “The universal service faces a very real and urgent financial sustainability challenge."

IDS is currently in the process of being bought by Czech billionaire Daniel Kretinsky for £3.57bn.

If a whole delivery round is lapsed on a Friday, it becomes a double round on a Saturday, so therefore someone will take the delivery out and 2C letters will still be delivered on a Saturday (because they are Friday's 2C in reality).

Our customers will be confused by this ?

Saturday rounds will only be staffed for 1c, Specials & Tracked (I assume 24's & 48's?). Unless RM pay o/t then no 2c will leave the DO on a Saturday, so it'll be 3 days(!) on the Monday.

Toppergas, what will RM tell the MP's ?

It's hardly the public service our customers expect ?

Someone's got to pick the 2C out of the frame, then, at which point it becomes sanctioned Streaming.

Scenario: DTS is holding back what is effectively mailsort until a delivery point gets another letter. But that letter is 2C and it's Saturday. So the mailsort goes out but the 2C has to sit there until Monday. As the Spice Girls did not say: 1become2 deliveries. Surely this proposal means 2C processing doesn't happen that AM so it never makes it to the DO?
The machine stops.

By the end of the week who knows what is first class/second class/DSA anymore. It's all just a big pile with the hope it might quiet on Monday or Tuesday.

It's ALL 2C that the DTS will hold back, it's been that way for a few months now.

There's two possibilities:

1) We process the mech as normal, the 2C gets sent out as normal and it'll be up to the DOs to pull out and store the 2C
2) We hold back the 2C and the 1C gets sent out to the DOs as manual. There won't be enough 1C to justify running the machines

On Fridays, you often get lots of DTS getting released. Some where items have hit the 5 day limit and I believe that if an item has hit the 5 day limit, any other 2C for the same DP gets released automatically as well

How would no 2nd class letter deliveries on a Saturday help? am I being dumb?...

Ok, so Saturdays will be made lighter.... but then on Monday it's going to be busier because we will essentially have double mail for 2nd class letters on the Monday.... how does that help?...

I can only assume it will encourage people to send via 1st class instead of 2nd class = more profit. Is that the thinking?

We still have over 50% of the walks left in every day.. first class second class makes no odds.

How RM think this will save money is beyond me. We’ll still be heading out 6 days a week with mail. It costs more to deliver parcels without mail than it dones with, so reducing the amount of mail delivered at the same time as parcels, increases costs.

It’s about reducing the expectation of service, not about saving money at all.

That would be 60-70% of the Uk Managers getting sacked then Qwerty!
I go to 6-7 delivery offices per wk, NONE of them clear, some really do deliver 50% or LESS per day.
I would suggest your delivery office is the exception rather than the rule.

Actually this could work & save RM money, less staff in on a Saturday, Monday to Friday duties, no rota or day off cover needed, makes perfect sense, for once a good idea from RM
