Chuka Umunna, the shadow Business Secretary, added that it was an example of the privatised Royal Mail having its commitment to a universal service “being chipped away”.

He said: “Consumers and small businesses which rely on Royal Mail will rightly question why this decision has been made, leading to a reduction of service over the busy Christmas and New Year period.
