Postman is suspended for letting junk mail pile up

When I was doing deliveries

If I knew exactly where the vague addressed mail had to go I delivered it (to the correct address).
If I didn't know where it had to go - returned to sender (address incomplete / no such address).

That way my frame was always left clear (unless someone else was delivering)
