4. Weekend work doesn't need a manager, the callers office has opened for years without a manager on site, and there has often been unsupervised Sunday packet deliveries.

6. The managers don't have 8 hours of work to complete, so no 'Goodwill' time is needed
7. None of the next day or tracked items are processed or delivered by managers

I was reading that thinking exactly the same thing. Same at our place. Never a manager around on a Saturday when most are returning to office. Never one at all on a Sunday. No manager there after 2pm weekdays when most posties are returning way after this time anywhere up to 5pm as well as collections.
