Think they really mean "re-introduction". They got rid of them all when they got rid of the red sleeves.the inclusion of green Special Delivery Auto Levelling Parcel Sleeve (ALP) sleeves.

Of course, not to state the absolute obvious, if there'd been proper trials, these things never would've been used.
