If there are no contracts then there will be advanced prep on the workload that is in the office.

It's not going to work like that, the extra work for the rurals and any outdoor duty not in a POD will have extra work added during the planning that will be the same every day. Possible solutions include doing an extra loop/street to help balance the workload or large parcels for the POD groups also possibly doing extra indoor work like advanced prep/IPS. There will be no ad hoc coming back early to be given the extra later.
