JOINT STATEMENT – RESOURCING IN PFW DEPOTS
Dear Colleagues
Branches and representatives will be aware that the Agreement for the Implementation of the New Resourcing Model in Packages & Express, commonly known as the Mixed Resourcing Agreement, established the agreed resourcing mix in Parcelforce Collection & Delivery operations.
That agreement established the principle that 25% of C&D routes can be covered using resourcing options other than directly employed staff, which in the main involves the use of Owner Drivers. Since that time the level of utilisation of Owner Drivers has been periodically monitored to ensure that their use remained within the agreed parameters. The last review culminated with a Joint Statement in July 2015 (LTB 455/15 refers).
Recent discussions with the business have now resulted in the attached Joint Statement being agreed with the business and which was endorsed by the Postal Executive at its meeting on 4th October 2016.
I believe that the attached is self-explanatory and that the terms of the Joint Statement, the resourcing review and the conversion of temporary to permanent contracts will be welcomed by all. It should also be noted that the resourcing arrangements will be undertaken in line with existing agreements and the agreed ratios in respect of Parcelforce and Owner Driver contracts.
Branches and representatives will note that the core C&D routes will be increased to 3091, of which 773 can be Owner Driver routes.
This represents an increase of 151 directly employed routes and 50 Owner Driver routes over the July 2015 figure. In addition we have established that a further approximately 115 vacancies existed within the current duty structures and we have secured a commitment that these will also be substantively resourced through the conversion of current FTC contracts and direct recruitment.
The attached Joint Statement confirms the above points and enables discussions between the PFW Regional Organisers and the new Regional General Managers to define regional recruitment plans and report directly to the National parties on progress to ensure that the recruitment happens in full.
Branches will note that we have agreed that the process will be reviewed on a 6 monthly basis to ensure that the gains made can be sustained
The department believes that at a time when the business is operating in a particularly tough trading environment this agreement, which will lead to the recruitment of approximately 266 new full time directly employed C&D drivers, is significant and will be welcomed by our representatives and members.
Branches and representatives are requested to ensure that our members are made aware of this LTB and the attached Joint Statement and that they are afforded the widest publicity possible.
