I just can't figure some people out.

Knocked on this door for a recorded,frosted front door ok,can see basically everything.
No answer,ok back down the garden bout 10ft to wheelie bin to rest on to write card.
Someone came to the door and picked up the letters i had just posted in.
Thats handy,went back knocked again.............................
.......................no answer........knocked again................................no answer again.
Ok then...............stepped back can see curtains moving in front room,waited...........................
......................no answer.
That's it,bollox,carried on my delivery,only had bout 5mins left to do then i'm just round the corner from home.
Wrote out a 739 and put it in as i was passing to go home,hoping and praying they'd come out and chase me for it"sorry love/mate,just given it to the driver you can't get it till Monday",but they didn't come out which was a shame.
I just don't get it!!! this happens quite a lot,it bemuses me,one time this bloke stared straight at me through a porch and went back in!!!!!
I mean wtf!!!

I had one on Saturday that when I knocked at 8:15 he looked out of the window, then went back to bed (so light go out). So I kept knocking till he came down and signed for it. He was as meek as a Lamb. In a strange way I enjoyed that more than letting him catch me later.
