I used to work for two large government departments and the situation was exactly the same there as here. The yearly negotiations with the union over pay usually took until about October, backdated to April when agreement was eventually reached. Its not unique to RMG or CWU. Its the same everywhere.

I wouldn't call it forced. It was recommended by the union to vote for the deal as the negotiations would carry on and that was the best agreement the union could get at that time.
It was the longest dispute I've ever known lasting from August 2021. I hope it's not going to last a long time as members patience will wear thin again. Don't mind the updates, but sometimes it's the same old stuff rehashed and is wasting members time watching and listening to an hour long video.
Once both parties have actually come up with a so called groundbreaking deal then I'll listen and vote when the time comes.

Utter bollocks. CWU always do this - it is a deliberate tactic to prolong pay talks - so they then can come back with the usual pathetic deal but with a few months pack pay thrown in to make it look better.
By then everybody is sick and tired of it all - hey presto voted in.
Then the merry go round starts again next time.

yeh definitely on purpose. The backdated pay acts as a carrot to get a terrible pay deal through.
