If this has already been answered somewhere then sorry for the repeat.
Here is the scenario: you are a person who does your D2Ds. You go on annual leave and when you return the person who was covering your walk has not touched that week’s D2Ds.
To my mind, those D2Ds are the manager’s problem because they failed to ensure that the cover person did them and I’m not paid enough to manage people on my walk in my absence.
Is there an official line on this?

Undelivered D2D is supposed to be returned to the MC, but due to obvious abuse they stopped that a few years ago and management don't want to draw attention to themselves... so the duty holder will be told to just deliver them late. I agree. If it’s been busy but they’ve made an attempt to get some done then fair enough I’ll pick up the slack when I can but if they are untouched why should I bother?

Also keep in mind some are offers for a particular week. A local garden centre kicked off round my once. Customers went in with the D2Ds and they only meant for the previous week. They had only just received them

The official line is that they are supposed to be delivered for that week. If none of the D2Ds have been touched that is bad and I agree with you, it's a management problem. While they can give you a reasonable instruction to deliver D2Ds that are weeks old, I would be tempted to put in a grievance about it. It needs to be highlighted that the manager clearly isn't doing their job.
On the face of it, shareholder value is the dumbest idea in the world.

Yes, you could do that and you might get away with it but I would strongly advise against it. Whether we like it or not the game has changed and we often walk in to days worth of mail anyway. Leave it for the manager to decide what they want you to do. Obviously if you have surplus items to deliver you have a choice - you either book extended overtime OR you work to your time delivering what you can.
If the surplus D2Ds roll over into the following week, it can hardly be a performance issue on your part, especially if you have taken out a grievance like I suggested. It becomes more of a performance issue on the part of management for not getting the work completed whilst you were on leave.
