Well your office needs to get your manager to manage, set a deadline and if you don't hand it in on time you get what's left.
These things always start out with those type of intentions, but quickly fall apart.
Years ago, it really was a 'free for all', and often seniority ruled when it came to picking holidays - I know this is still the case in some offices. We then had a period where you got to submit 1st to 4th preference choices, but many staff dragged their heels over this as they had lost their perceived priority over everyone else. Management threatened to bring in a deadline but were browbeaten into not doing so. Local/area CWU not interested, as they know they'll get what they want.
We now get our 4 weeks allocated, we need to swap them between us, and those that get 5 or even 6 weeks get to then fill in the blank slots.
So that's where we are now, and the irony is that people that caused the issues see absolutely no problem in the way they have behaved, and a management that is too weak to do the right thing.
