Been told there will definatley be VRS at ours. They want non drivers and old contracts gone to have a more malleable workforce going forward.

Non drivers and older contract colleagues are more senior to new starts. There are your 'targets' as you put it. EVR is done by seniority and always has been.

Of course, that is standard practice - but there is no guarantee that people of seniority will take VR, hence my question of how they plan to target/encourage those people, hence my E(nhanced) VR comment. A few offices in our area had VR a few years ago and it went quite far down the list before any takers.
