What’s stopping them franchising out the letters? As in just franchise out an entire duty?

This happened in parts of Europe some years ago,I'm sure I read something about Denmark doing it, a complete fook up if I recall

they will just keep cutting staff until they force the government to allow the uso to be dismantled because they are failing it
