We don't have summer and winter leave. We simply have the leave ceilings for a given week, filled based on the leave groups. Year 1 the first leave group gets 1st dibs, the next year the first leave group goes to the back and the 2nd leave group gets 1st dibs. The next year the 2nd leave group goes to the back and the 3rd leave group gets 1st dibs. Eventually the first group will be back at the front, getting 1st dibs.
