Royal Mail & CWU Joint Communication
Several questions have been raised recently in relation to the introduction of the Shorter Working Week, the reduction to 38hrs and the new 35hr full time contracts. As a result meetings have taken place between Royal Mail & CWU to provide joint clarification to the issues that have been raised. The purpose of this joint document is to provide clarity on the most frequently asked questions:
1. With effect from 1st October 2018, 35hrs is the contract we will use for all future full time OPG contracts (whether they be new recruits or part time uplifts from existing employees).
2. Employees on the new 35hr contracts will be listed on PSP as full-time employees but using a different position code to that used for our full-time employees on 38hr contracts.
end.
My point being they are already classed as full time.

So does this agreement only include part timers that have been working full time hours, but aren't officially full time?...
or is this an agreement to allow every single part timer working for Royal Mail on the legacy contracts to go full time if they wish and what is the definition of full time? 35 hours or more? if so, can you choose to go to 35 if you wish, or will the only option be to go to 37 hours...
Why haven't the CWU been more clear on this. It's probably going to be ages until these questions are answered.

Well done CWU on gaining improvements that will benefit many members and non members.
So, what's in this for RM,
How does this fit into their strategic plan for the business.
On one hand, we know there are changes coming that will involve changing work patterns and probably voluntary redundancies and yet RM is committing to increasing the total of contracted hours.
Is this a way of reducing total headcount, and then being able to claim we are more efficient, or
Is it a way of tieing people in before announcing the changes to work patterns.

In practice every office will class a different number of hours as full time. when are they going ask part timers to go full time? or is it just their favourites, some guys miss out usual? should be sending part timers letters out giving them the opportunity rather than some guys getting asked and some not, word of mouth crap

Without an official revision and re-pick - where everyone can see who is in the pecking order of the office - it will probably be bent like some of the managers in our office

I assume if somebody has been working f/t for months already then there's a good chance they'll now have their hours increased, as there's clearly a business need. If they haven't then there probably isn't a business need to increase them.
Why RM have now decided to suddenly increase 11,000 employees hours is really anybody's guess.

One point though, the part timers who have worked the OT wont necessarily be the ones to be offered the increased contract first
Jimmy with 4 years service on a 30 hour contract could be working 37 hours every week
Davie with 14 years service on a 30 hour contract could be working his contracted 30 hours every week
If it is shown therefore there is a business need for a 37 hour contract to be given out, this would still be offered on seniority and therefore Davie would still be offered it before Jimmy.
Increased contracts are still offered on seniority
So a senior part timer who only works their contracted hours should and would still be offered an increase before a less senior part timer who does OT
Many who will be offered the permanent FT contract are those who are already on the ''temporary variation'' contract which would have been given to them based on seniority already
TLDR - seniority still overrules OT when increased contracts are given out

Did the union not previously say they would be pushing for "new" contracts to be made closer to the old guard type? Don't forget that as long timers leave, the balance of staff will tip towards the new contract. How long before Royal Mail decide then that all staff need to move over to the newer T's and C's?
